The Record

60 Years of Attacks on the Right to Vote

1946

Eugene Talmadge's Klan-Backed Voter Purge Campaign

1946 was the first year Black Georgians could vote in the Democratic primary. Registration surged to 125,000. Talmadge enlisted the Klan, launched a statewide purge campaign, and won. One week after his victory, white men murdered two Black couples near Moore's Ford Bridge.

The template for what Georgia would revive 76 years later.

1964

Operation Eagle Eye — The Playbook Goes National

100,000 Republican poll watchers deployed across 35 cities to challenge Black and Latino voters. Tactics: literacy tests, demands to recite the Constitution, anonymous calls warning minorities they'd be arrested at the polls. Architected by a young Arizona lawyer named William Rehnquist. Rehnquist became Chief Justice and cast the deciding vote in Bush v. Gore in 2000.

The man who built the voter challenge machine in 1964 handed Bush the presidency in 2000.

1965

The Voting Rights Act Is Signed

Literacy tests, poll taxes, and suppression mechanisms banned. Section 5 requires states with a history of discrimination to obtain federal preclearance before changing any voting law. For 48 years, this blocks hundreds of discriminatory changes before they reach a single voter.

1975

VRA Extended — Language Minorities Protected

Congress extends the Voting Rights Act to cover language minority voters. Section 203 mandates bilingual ballots in jurisdictions with significant non-English-speaking populations — covering Latino, Asian American, Native American, and Alaska Native voters for the first time.

1993

Motor Voter — The First Loophole

States must offer voter registration at DMVs. But the law also introduces "use it or lose it" — the legal hook later used to justify purging millions of infrequent voters.

2000

Greg Palast Breaks the Florida Felon List Fraud

Palast exposes that Jeb Bush's Florida hired a contractor to compile a fraudulent "felon purge" list — riddled with errors, overwhelmingly targeting Black voters. Tens of thousands removed before Election Day. Bush carries Florida by 537 votes. The story runs in the UK. American media buries it.

The stolen election the press didn't cover.

2002

Help America Vote Act — Purge Infrastructure Nationalized

Mandates statewide voter databases and requires removing voters whose records don't match government data. "No-match, no-vote" becomes a purge weapon — legitimate voters removed over a hyphen, a middle name, a data entry error.

2013

Shelby County v. Holder — The Wall Falls

Roberts writes for a 5-4 majority, striking down the coverage formula. Preclearance is dead. Within hours, Texas announces a voter ID law previously blocked by DOJ. North Carolina, Mississippi, Alabama follow within days.

The single most consequential attack on voting rights since Reconstruction.

2016

Greg Palast Uncovers Interstate Crosscheck

Palast exposes Interstate Crosscheck — Kris Kobach's program flagging 7.2 million voters for supposed double registration. The match system is so crude it targets anyone sharing a first and last name. The list is disproportionately Black, Latino, and Asian American. States purge before the election.

The largest coordinated purge operation in American history — hiding in plain sight.

2021

SB 202 — The Vigilante Voter Challenge Is Reborn

Any Georgia resident may now challenge an unlimited number of voter registrations — no evidence required. The same mechanism Talmadge and the Klan used in 1946, now laundered through statute. Nightriders replaced by spreadsheets.

What the Klan did with violence, SB 202 does with paperwork.

2025

The SAVE Act — Proof of Citizenship to Register

Documentary proof of citizenship required to register. 21 million Americans can't immediately produce it. Under a fully intact VRA, this law would have needed DOJ preclearance. That protection no longer exists.

A poll tax by another name.

2025

DOGE Gains Access to Voter Infrastructure

EO 14399 opens federal agency data to state election officials. DOGE gains access to SSA and DHS databases. The data generates voter removal lists — Interstate Crosscheck with the full weight of the executive branch behind it.

2026

The End of the Voting Rights Act

The Supreme Court strikes down Section 2 — the last enforcement tool of the Voting Rights Act. King marched for this. People bled for this on the Edmund Pettus Bridge. They killed it with a pen.

NOW IT'S YOUR TURN. WHAT ARE YOU GOING TO DO ABOUT IT?
